Where do I download the XSD?

The current versions are QReport_ver23.00.xsd and stypes_ver23.00.xsd, published with the XML Guidance Document by DG TAXUD. They are bundled with the CBAM Registry technical documentation; the Registry rejects payloads that do not validate.

What does an..17 or dec16-6 mean?

These are simple-type aliases defined in stypes_ver23.00.xsd. an..17 is alphanumeric up to 17 characters, n4 is exactly four digits, dec16-6 is a decimal of up to 16 digits with up to 6 after the decimal point. Treat them as the binding length and precision rules for each field.

Can I send one report covering multiple importers?

Yes when the declarant is an indirect customs representative. The Representative or Importer element repeats inside ImportedGoodType so each line attributes to its underlying importer; the parent QReport carries the representative as Declarant.

How are direct and indirect emissions separated?

GoodsEmissionsType has distinct DirectEmissions and IndirectEmissions decimals. During the transitional period both are reported; the definitive period applies indirect emissions only to a defined subset of goods.

What is GoodsEmissions.SequenceNumber for?

It is the local key for the emissions block within an ImportedGood. Each block represents emissions for a specific quantity produced at a specific installation, so a single CN line can carry multiple GoodsEmissions blocks when goods were sourced from more than one installation.

How are default values declared in the XML?

EmissionsDeterminationType is set to the codelist value for default data. The Commission default for the relevant CN code and country is then used in DirectEmissions and IndirectEmissions; SupportingDocuments is omitted because no installation data exists.

Cardinality follows the XSD convention: 1 required, 0..1 optional, 1..n repeats at least once. Simple types like an..17 (alphanumeric, up to 17 chars), n4 (exactly four digits) and dec16-6 (decimal, 16 digits, 6 after the point) come from stypes_ver23.00.xsd and are enforced by the Registry on upload.
